I just want to confirm that a restart of pacemaker will 'clear' a node's
status. This would be because lrmd is restarted and any state information is
reset, including fail counts, correct?

Pacemaker is still not working, then it's probably something in your CIB (like
a bad attribute), as you've just done pretty much exactly what Pacemaker will
do.
