Getting
locations and constraints, perhaps groups, and start adding
constraints.
Start with the drbd resources, add order and colocations.
The constraints are actually needed, since this isn't a symmetric cluster.
Services will not run at all unless explicitly allowed via a constraint.

Yes, networking is fine. I can ping ssh, etc. and there is no firewall running.
