try checking if stonith is enabled if it is then disable it:
crm_attribute -G -t crm_config -n stonith-enabled
Or define stonith resources before running your resources.

What's happening is that corosync is forking but the exec is not happening.
I used to see this problem in my case when syslog-ng process was not running.

failover and continue but once the powered off node is brought back
online, instead of staying as secondary/passive node it is again
becoming primary thus leading to a unnecessary

Check with ptest -sL the scores to confirm, test and get the correct values.
Also for most humans it's easier to read outout of crm configure show
instead of XML, so i didn't read your config.
