Does this mean that migration steps mean: installing nextcloud, moving data from owncloud to nextcloud data folders, copying data from the owncloud database to nextcloud database, then removing the owncloud packages via dnf? You should be able to rebuild it for that for your own use with some requires tweaking though ...
