I don't think so. The licensing guidelines stipulate that whatever is shipped
in the source tarball needs to have a Fedora allowed license. Versioneer's
license is 'Unlicensed' (SPDX specifier), which is allowed.

However, since the file itself is not part of the binary RPM, the following [1]
applies:

Licenses that cover files in the source code that are not copied into the
binary RPM should be excluded from the License: tag.

I think the license is correct. However, there appears to be an error in
`setup.cfg`, which has an incorrect license classifier. I sent a patch upstream
