I did locate a python HCL parser: https://pypi.python.org/pypi/pyhcl
Haven't tried it yet, but thought I'd post for future reference.

Packer predates HCL by a couple years, and we haven’t yet updated it to use
HCL. There are plans to do so in the next year or so.
