it looks to me that on Centos7/RHEL7 PacketFence had a dependency
upon perl-libnet-3.10-1.1.noarch
and in ZEN virtual machine perl-libnet is build-in perl 5.20.2 and has
VERSION 2.30.
there may be something with libnet versionning.

i think the issue is an encoding issue.
Can you just try to remove specific char and retry ?

Docker to the rescue. Was able to get a simple openLDAP container up and
running pretty quickly. Using phpLdapAdmin to get the initial stuff set up,
