I built gstreamer-plugins-bad 1.16.3 in my home project giuschwim. May
be someone can have a look, because I am by no means an OBS expert.
An interim solution might be simply to link
Essentials/gstreamer-plugins-bad to openSUSE.org:SUSE:SLE-15-SP3:Update
instead of openSUSE.org:openSUSE:Leap:15.

Whoever has an urgent need for gstreamer, work this out with the OBS guys.
The pkg is inherited from SP2:Update AFAICS. I don't know how the stacking is
supposed to work.

I recently upgraded to Leap 15.3 and today I noticed libgstphotography being
held back during an update.
From what I can tell, the problem is that Essentials/gstreamer-plugins-bad
links to openSUSE.org:openSUSE:Leap:15.3:Update
but its updates are now coming from repo-sle-update.
