Citation requirement and the GPL

Hi, I just wanted to check how the citation requirement lines up with the GPL. My reading is that it requires (if I use the software in scientific software), I cite or pay. But surely that is compatible with the GPLs freedom? If it is acceptable to ignore the citing requirement, perhaps the text
