This sounds like an earth loop of some kind
If removing the TV cable cures the hum, then that's the cause of
the problem.
Ask the cable company for an isolated outlet, or you can buy a
suitable unit from your local TV dealer.

Yes it is to a desktop. All outlets are the three prong type which means
they should be grounded.

There you have the problem. Maybe it's grounded but the units don't share
common ground which leeds to power bleeding.

The PC and TV are on opposite walls so they are about 12 feet apart. so
they can't use the same outlet. The PC is plugged into a uninterrupted
