Normally you can easily cross-compile to Windows from Linux. Not sure if 
its possible on macOS.

Yes. For example you can compile https://github.com/porres/pd-cyclone 
 on win mac and linux. You can 
check the makefile: 
https://github.com/porres/pd-cyclone/blob/master/Makefile

I'm sorry if I'm missing something, but what is the standard procedure? I'm
asking on a very basic level. Is it that all you would have to do is clone
the repo? There's no need to change the makefile in any manner?
