It's not unusual for Toronto to get one or two "cold snaps" in the winter where the temps get that low for several days or a week. The difference is this year we haven't had the thaw that usually follows. Temps in mid February usually hit a high around 0C but we're quite a bit colder than that.

I have to admit it was pretty cool out there. I was standing right at the edge between snow and the ice on the rocks. The ice had no traction and there was no way I'd put a foot on it; falling into that water would not have been good. At least the wind was coming off the water so it was blowing
