I don't think the woman astronaut is an example of the same kind of
thing. She did go into outer space. Since she then had an opportunity
that no accomplished Canadian photographer had, her photography and
book were legitimate.

I think you need to have a serious word with your councillors...
When my local council did a similar exercise a few years ago they at least
had the good sense to get their photographers from Magnum.
