I looked it up in the Oxford English Dictionary (the one that comes with a magnifying glass and is still massive). The first definition of a jetty is a stone structure that marks or protects the entrance to a harbor. Another is a stone structure projecting from a wharf. The last definition

According to Wikipedia: "A jetty is a structure that projects from land out into water. A jetty may serve as a breakwater, as a walkway, or both;" So, a pier COULD BE a jetty, but it doesn't have to be. Plus this is PDML, so I don't really expect strict adherence to matters of proper form.
