I don't know that the cages are "necessary";  There are a number of eggs
laid on the crown flower plants growing outdoors on the grounds.  The cages
prevent predators from eating the eggs and larvae, and they make it easier
to ensure that each group of larvae gets an appropriate amount of fresh
food.  This increases the number of butterflies raised  to adulthood and
the number released.

Looks like a good place to visit. At first look I thought that swallowtail was 
a sculpture.

We have a number of monarch caterpillars in the garden at the moment. The 
plants are caged off to prevent further eggs so they'll have enough to eat.
