I hate replying to my own message, but...     The culprit was 'dnssec=validate'. Stupid me. Recursor is doing what I told it to do, and there's no way for it dnssec validate etc/hosts supplied entries.     There still is the open question why it seems the first query would be responded to with

Hello,     I have powerdns recursor  4.2.1 under ubuntu 16/lts, from the powerdns repo.     I am trying to override some dns names and thought I would try exporting /etc/hosts in order to manufacture certain names in my resolver for the benefit of certain clients that need these. The first query
