I didn't know if I should post this on the GitHub or here so I opted for the latter.
According to the documentation here (https://doc.powerdns.com/md/recursor/settings/#config-name) when you pass "name" to "--config-name" for the recursor it should parse the configuration file "name-recursor.conf". In reality it looks like it's trying to load "recursor-name.conf".
