special permission only in the peclweb database, unlike most pear
permissions.
But it would be nice if we could have some more administrators to
approve accounts and such, as I hate having to bother Ferenc all the
time for anything =(

r username ;) On a serious note tho, the PECL and
Pear account system is the same, and there is already a user on the
Pear site with that name: http://pear.php.net/user/timandes. So you
will have to pick a different username, as we do not prune usernames,
even if they are old.
