A post on a business ethics list in Canada claimed that welfare has
been abolished for the poor (but not for the rich?) in Wisconsin.
Is this true? Or has something happened along that line recently in Wisconsin?

First, thanks for the encouraging messages I have been receiving both on and
off the list.
Second, does pen-l have an archive? I really need to get a copy of my

1) I have long felt that competition among states is destructive and stupid,
and in general I support the notion of federalizing taxes. This would not be

The list exaggerates somewhat; however, the public welfare system in
Wisconsin is changing substantially. The changes have to do
