'Should be' should be 'will be', but it won't be.
'Should be' should be 'can be', but it probably won't be.
Still, with Chavez's reversal of fortunes, and
I'd say it is safe to assume there are spooks and
para's there already. The only question is what
villainy they will be up to next.
