This came from the Wall Street Journal Washington Wire column.  Has
anybody seen anything about this?

Energy Department inspector general says workers at Nevada Test Site, sold
a surplus oil-drilling rig for $50,000 to a community group, which resold
it to a broker, who lists it for $3.9 million. Groups got 23 trucks for 17
cents each. Energy's National Nuclear Security Administration says it
followed a law holding that facilities being downsized should transfer
excess property to local groups. It vows better pricing.
