Something is broken with perl-Encode-Locales's packaging:

On Fc21:
# fedup --network 22
...

4:perl-5.18.4-308.fc21.x86_64 (replaced by 4:perl-5.20.2-326.fc22.x86_64)

perl-4:5.18.4-308.fc21.x86_64
These packages may have problems after the upgrade.

Seemingly an update with a greater NEVR than the version in f22 was pushed to
f21.
