You can use "rpm -qf

and then forgotten doing it, so I thought it came from an rpm. I've now
reinstalled "Encode" from CPAN and that fixed it.

I forgot to mention, I was using Fedora 27 until yesterday and this
bug was present there too. I first noticed it in February but did not
file a bug report at that time.
