I checked http://mirror.xnet.co.nz/pub/epel/8/Everything/x86_64/ and it works

I should note that a workaround for this is:
dnf install
https://download.fedoraproject.org/pub/epel/8/Everything/x86_64/Packages/p/perl-Set-Crontab-1.03-23.el8.noarch.rpm
other_packages_here ...
