Subject: Update to 1.831
- New upstream release 1.831
- Resolved crash on the Windows platform for older Perl (< v5.18); older Perl
must continue to run the shared-server as a thread
- Re-enabled Condvar testing on the Windows platform
- Rebase Sereal-deps patch
