I updated perl-WWW-Curl on my x86_64 EL 9 system with the linked test RPM in FEDORA-EPEL-2023-458b180abe. They tried to add the #ifdef for old libcurl versions that didn't support for the setopt CURLOPT_RESOLV. I don't know that is an issue with EL8 or EL7.
