Okay... Investigating this bug, I found out two things:
a) perl-Plack has no owner on the EPEL7 branch. I've reached out to the repo
owners and asked for ownership.
b) The dependency on HTTP::Tiny 0.03

Is there no possibility to ask for an update of perl-HTTP-Tiny in base? This
restriction could lead to bugs with LL::NG 2.0 on CentOS/RHEL.

perl-Plack 1.0033 requires perl-HTTP-Tiny 0.034 but we have 0.033 in base (and
because it's in base, it can't be updated).
Unless someone comes up with a great idea, this is a WONTFIX for me.
