The package "perl-Devel-CheckLib" isn't provided in actual EPEL branches any
more.
Starting from RHEL7 and above, it's included to the base repository, and cannot
be overridden or updated in terms of EPEL.

In theory, you can discuss the package version bump addressing RedHat customer
service (there were cases in the past when various packages versions were
bumped) — but you need really strong reasons for that to get through this
process. In any case, this issue cannot be solved in EPEL now.
