Why is this handled in Pod::Parser when =for and =begin/=end
aren't presently handled or known to Pod::Parser??

Here is a first draft of a new-style RFC for the =also tag. Still
to come is the "=for test, Pod::Tests and pod2tests" RFC it refers
to.
