CPANTS reports in e-mail

I know many ppl here are against CPANTS sending out reports in e-mail to the authors but I would like to be able to opt-in such e-mail reports. Similarly to how CPAN Testers send reports. e.g. - if I upload a module that lost one of its metric since the last upload/analysis. - if I upload a modul
