Can anyone help me out with this? Is this EUI's fault or something
else? Is anything to do with this permission issue that we have been
discussing?

My understanding is that EU:MM and M::B chmod everything 0444 (maybe
plus executable) when copying them to blib and ExtUtils::Install just
picks them up from there, no?
