Test.pm v1.21 sneak peek

After much delay (Schwern transferred ownership of Test.pm to me like five months ago!) and fiddling and/or faddling, I think I've got a Test.pm version that's worth releasing. There have been many doc fixes and improvements, and occasional additional bits of DWIMption, hopefully without break
