To answer my own question, there is a possible alternative GUI builder
to SpecTcl/SpecPerl, which is rather old an not being updated. It is an
Open Source (was proprietary) GUI builder for Tcl/Tk called
VisualGipsy. It doesn't yet produce Perl-Tk code, but I emailed the
company who produced VisualGipsy, and apparently it would be possible
to tell the program to produce different code, i.e. Perl-Tk. They
already have documentation on this.

Where would be the place to make this known and ask if anyone is
interested in customising VisualGipsy for Perl-Tk output?
