Adjust smoke-information workflow
The smoke-information workflow was failing on Pull Request.
1/ need to pull from origin in order to know 'blead' (which
in most cases is going to be GITHUB_BASE_REF)
2/ stop using GITHUB_HEAD_REF and use HEAD instead.
