XML 1.0 specification: "All XML processors MUST accept the UTF-8 and UTF-16 encodings of Unicode 3.1". Thus, Persian character entities are supported by XML 1.0. You might also want to check out: "Unicode in XML and Other Markup Languages" [1]. A joint TR released by W3C and Unicode. For inserting Persian character entities in XML, give XML Spy 2005 [2] a try, it's true that they provide a much better support for Unicode standard since version 2004 2nd edition.
