"This is a form of racial profiling," she wrote and ordered a monitor to oversee reforms. In fact, stop and frisk was disproportionately used against African-Americans and Latinos. According to the New York Civil Liberties Union, 83% of the people stopped under the practice in 2015 were black or Latino.
