Here is a patch to implement this. I'm not sure if we should consider
this as a bug or a new feature, any ideas?

Fix the setting of "Can update catalog" checkbox
It's more a UI fix than anything else. When a user clicks on the "Superuser"
checkbox on the User dialog, we didn't check the "Can update catalogs"

I now see it in the fedora12 repository, but not in the fedora13
repository. I already compiled it to get it working, but I prefer to use
yum.
