It was confirmed that pgAdmin uses
Does anyone object if I update the Windows project files to Visual
Studio 2013 format? That's what is being used for the EDB installer
builds and my MSI packages of pgAdmin now.

released. This version is included in the PostgreSQL 9.4 beta 3
installers from EDB, and is available in source, Windows and OS X
