I have some experience creating spec-files which work on both Fedora/Red
Hat and Mandrake, and I'm thinking about trying to merge the spec-file and
source RPM file. It will probably happen within a day or two.

I'm not against that, but we know that Fedora users upgrade their desktops 
quickly, so I believe we don't have that much FC1 users around. So FC3 
targeted RPM will work well for many users.

I've rewritten parts of the spec-file. Most importantly, I now include
the source of wxGTK and the latest PostgreSQL 8 beta in the build process,
to minimize dependencies on the build host. As previously, the pgadmin3
binary is statically linked to wxGTK and PostgreSQL's libraries.

file and apply it to my RPMS, if possible?

Probably because Devrim is no longer running FC1. At a guess :-)
