server, look for an installation for Postgres for your local machine — install

please I downloaded the newest version of pgadmin4-4.17 and am totally
lost.. I can't upload files from my desktop and I can't create a database.
Please I need guidelines. Attached to the mail is a picture of the error
message that pops up.
