Before that (with pgAdmin 4 v1.4)
everything was fine.
I use neither Mac nor Python, but as pgAdmin 4 is Python-based I'd
hazard a wild guess that it's doing something to include paths (or
whatever the relevant term is).

I don't think that's correct - AFAIK PostgreSQL isn't bundled with
pgAdmin 4.
It certainly isn't the case with the Debian packages on the PG apt repo;
they're all separate.

No. The Debian PostgreSQL packages are designed to allow multiple
versions of PG to be installed in parallel, and in my experience this
works very well.

I have the same version of PGAdmin 3 on a Windows 7 machine and it works
fine.
Pg_restore.exe and pg_dump.exe are in the bin folder.
Just a guess, but you may have to tell pgAdmin where pg_dump and
pg_restore are - look in the options.
