We need to know what "broken" means. We can probably get you going
somehow, even if it requires some weird stuff.
The usual way is to dump the database and reload it somehow. If it will
not dump, we need perhaps a pg_dump -s, then create a new database,
reload the dumped schema, stop postmaster,
