I just noticed that the sample pg_hba.conf in the docs doesn't contain
any use of CIDR masks - here's a patch that adds a couple of sample
lines and associated comments.

configure tests suggested, so each platform doesn't need to know if it
has a Posix _r function or not. I will add the port-specific parts you
