[PATCHES] non-blocking libpq under win32

The attached patch reenables non-blocking operation under win32.

The global variable was left uninitialized, so the compiler would 
silently make it 0. This resulted in connectMakeNonblocking() setting 
nonblocking to zero, i.e. blocking.
