I remember reading somewhere that it was possible to execute system commands from plperl... don't know if it's the best way, but you could do an exec of pg_dump from inside a plperl procedure.

We have been using 7.3.3 on several different applications and have
discovered an anomaly.
Backups are done nightly using "pg_dump --attribute-inserts -f
att.dump.`dcode` spdb";
Dump files are used to restore and test. This test method has been used
successfully on

The default case (with md5 method in pg_hba.conf) is encrypted passwds.
But you still can do
ALTER USER foo UNENCRY
