This is strange. I tested PharoLauncher 3.0.1 on Windows 10 and had no problems.
Did you try to uninstall the previous launcher first?
Do you have more information that could help finding the problem?

TaskMan.

This happened to me also on Windows.
I killed all running instances of Pharo VM using the TaskManager, then
uninstalled the currently installed version, then installed the one I just
downloaded.
Worked fine after that.
