Fixed that configure bails out on wrong flex version. Now a wrong flex version
will issue a warning and when flex is needed during the make process the make
process will die

This was a change from GPL+exception to LGPL. I prefer the LGPL
alternative, so I am fine with this change. The LGPL is ok when there
aren't better alternatives. It doesn't conflict with the PHP license.
