It suppresses error messages and warnings when you call a function,
regardless of your level of error reporting. 

So yeah, it is like batch programming :)

@mysql_query($query)?

is it the same as in batch programming?

Well the only difference I see is the ? ... hehe... but if you are refering to the @ 
symbol then you are correct ... ignore errors... :-)
