Encountered 100 spanned cmd.exe + php.exe using win32 CGI, this does
not happen using apachemod, my task manager was open by accident,
otherwise I would not have noticed this...
sounds like the second php 'detects' CGI mode, reads script name from
environment vars then executes the same
