Each ordinary CGI request to php.exe generates
two Failure Audit Object Access errors in NT security log:

Seems the problem in CygWin package
because the same error appears when MySQL starts.

Soory me, 
maybe this error is NOT in CygWin.

That error in PHP module php4ts.dll
so == Status is Open.

Closed must be only after that error disapears
from run-time modules php4...
